Manipulation can get you `passed’ certificate!

Reference the article, Emission testing service earns high praise from customers, in The Island of 05 July, Could the two emission testing companies in Sri Lanka provide statistics on how many vehicles have failed the test every year?Is there a follow up by authorities to find out if the failed vehicles have subsequently passed the test and then obtained the Revenue Licence? The reason being that, there are rumors that when a vehicle fails the emission test, it had been possible to obtain a ‘passed’ by some kind of manipulation. Unless the government has details on failed vehicles, it is unable to cross check these vehicles at least on a random basis to verify if there has been some manipulation where the vehicle did not meet the emission standard ‘but’ the ‘pass’ certificate was somehow obtained.
