The Human Rights Commission of Sri Lanka (HRCSL) had begun an investigation into the purchase of the substandard human intravenous immunoglobulin, Chairman of the HRCSL Nimal G Punchihewa said.

In October 2023, it was revealed that forged documents had been submitted for Customs clearance to procure a batch of phials containing human immunoglobulin, an antibody produced by blood plasma cells; the drug later failed the quality tests. Nine suspects, including former Health Minister Keheliya Rambukwella, are in custody over the fraud.
