Excise spokesman awarded PhD

The Universidad Aldersgate of Philippines (Aldersgate College) has conferred a PhD degree on Excise Department spokesman Commissioner (Law Enforcement and Social Security) Kapila Kumarasinghe. Dr Kumarasinghe, a past pupil of Ananda College, Colombo has obtained degrees and post graduate qualifications on law, management, sociology, criminology, economics and mass communication from the universities of Kelaniya, Sri Jayewardenepura and Rajarata in Sri Lanka and Buckinghamshire University in the UK, Universities of Sydney and Canberra in Australia, Georgia University in the US, Maastricht Management University in The Netherlands and Open University of Malayasia. He counts over 36 years of experience in the Excise Department and held posts of Excise OIC, Excise Supdt and Assistant Excise Commissioner serving at Southern, Eastern, Western, Uva and Wayamba provinces. He has authored nine books. Sri Lanka Excise College and introducing the 1913 hotline for public to inform excise offences were two of his brainchild projects, the Department said.
