CEB gets back power plant at Kelanitissa after delay

The Ceylon Electricity Board (CEB) has acquired the 163 MW Combined Cycle Power Plant, previously operated by Sojitz Kelanitissa (Pvt) Limited.A senior CEB official stated that the acquisition process was initiated in late 2022, in accordance with the terms and conditions of the Power Purchase Agreement (PPA). In June 2000, under the government’s policy framework, CEB signed a PPA with Sojitz Kelanitissa (Pvt) Limited, an Independent Power Producer (IPP) on a Build, Operate, Own, and Transfer (BOOT) basis.
The contract period was for 20 years, and the power plant is located at the Colombo Kelanitissa Power Plant complex.
The CEB claims that negotiations were challenging, given the economic constraints, obstacles, legal aspects, and many other issues.
